Philip Marsden is Deputy Chair, Enforcement Decisions, Bank of England, also responsible for regulatory decisions at the Financial Conduct Authority and Payment Systems Regulator, UK.  Philip is also Professor of Law and Economics at the College of Europe, Bruges, he was Deputy Chair of the UK market investigation into retail banking, which mandated Open API and data portability remedies and led to Open Banking.  In 2019 Philip was appointed by the UK Chancellor to co-author with Professor Jason Furman, the report 'Unlocking Digital Competition' which proposes ex ante pro-competition regulation for digital gatekeeper platforms.
