Dr. Carlos Ignacio Gutierrez

Carlos Ignacio is the Governance of Artificial Intelligence Fellow at the Sandra Day O'Connor College of Law at Arizona State University. He is also the Vice-Chair of AI/AS Policy Committee and Member of P2863 Working Party at IEEE, in Washington, D.C. His research interests focus on examining the soft and hard law approaches employed by government and non-government stakeholders in the management of AI and its effects on society. He was formerly with RAND Corporation.

Carlos Ignacio Gutierrez holds a BBA majoring in Finance and Political Science from the University of Notre Dame, and a MSc in Development Administration and Planning from the University College London where he was awarded Chevening Scholarship by the U.K. government. Furthermore, he holds a MPhil and a Ph.D. in Public Policy Analysis - Technology Policy from Pardee RAND Graduate School where he was awarded a full doctoral fellowship.
