The AI Policy Summit brings together a growing global expert community to foster cross-sectorial and cross-regional collaboration in AI policy, and is recognized as a leading AI policy event in Europe.
Set up in 2019, by RegHorizon and ETH Zurich’s Center for Law and Economics, the Summit leverages Switzerland’s unique positioning as a global hub for innovation, its unmatched reputation as a neutral and pragmatic country, hosting top-tier academic institutions, international organizations and businesses.

Description: Plenary Session: What should AI Value?

AI is contributing to a growing number of decisions in our economy and in governance. Many such decisions are based on value judgments. But where do those values come from? Where should they come from? This session explores some of the different perspectives and challenges around these questions, with substantial audience input.

Session I - Sovereign AI for the Public Sector: From Frameworks to Action
Led by: Prof. David Shrier & Prof. Aldo Faisal (Imperial College UK)
How can governments and public institutions harness AI responsibly and effectively? In this interactive session, Professors David Shrier and Aldo Faisal will introduce a practical framework for applying AI in the public sector, followed by concrete examples from key domains such as defence, health, and transport.
Participants will then engage in a workshop-style exercise to explore sector-specific opportunities and challenges, and to consider how general policy recommendations can be tailored to diverse public sector contexts.
Session II - Input for Swiss Digital Strategy
Led by: Maya Dougoud (University of Applied Sciences, Freiburg)
The roundtable will explore Strategy & Actions to promote equity in terms of access, utilization, and creation of digital services in Switzerland. The takeaways will be used as an input into a project run by the Swiss Federal Chancellery and presented to the Swiss Federal Council in 2026.
Session III - Open Loop Sprint Co-design Workshop: EU Digital Regulatory Simplification
Led by: Laura Galindo-Romero (META)
This in-person and interactive co-creation workshop invites participants to engage with the topic of EU digital regulation simplification, particularly focusing on the digital omnibus. The workshop will prioritize reflection on frameworks such as the EU AI Act, GDPR, the ePrivacy Directive, and other related frameworks. Through focused breakout groups and interactive exercises, participants will be guided through a “solutions framework” to collaboratively identify, map, and prioritize practical recommendations for fostering a more innovation-enabling environment in Europe.
This session offers a unique opportunity to contribute to the ongoing continental dialogue on EU digital regulatory reform, leveraging collective expertise to shape a pragmatic and effective path forward for Europe's digital future.

The Center for Law & Economics at ETH Zurich is a leading interdisciplinary research center in the areas of law and AI, economic analysis of law and algorithms, intellectual property, algorithmic fairness, and contract design. Our three professorships, AI Policy Director, numerous postdocs, Ph.D. students, and scientific assistants apply tools from legal analysis, statistics, experimental methods, machine learning, and natural language processing to better understand these areas. Besides international conferences like the AI Policy Summit, the Center hosts international seminars, workshop series, and collaborations with peer institutions across the globe.
